In New York, people are slain and strangled to death brutally on the open street. Soon the police searches and finds a suspect in its own ranks: Jack Forrest, turned in by his own wife. As weird as it may seem, the maniac cop (played again by Robert Z'Dar) seems to have a heart in this one when he starts protecting a female cop who was wounded in a shootout and was said to be too hard on criminals. It was followed by two sequels, Maniac Cop 2 (1990) and Badge of Silence (1993). The final act shuns the horror elements and instead we get more of an action packed finish, which feels a little out of place, but the rest of the film is decent.
